After months of public scrutiny of Richmond, Virginia, and the impact of the deadly shooting of a homeless man there, the FBI on Tuesday said that the city’s homeless population has been rising and that it is “unlikely” that there are any additional homeless incidents in the area this year.
“Based on the latest available information, the City of Richmond does not currently see any homeless incidents or incidents of homeless encampments within its boundaries,” the bureau said in a statement.
The FBI report, titled “Crowded Spaces and Unhealthy Crowds: The Effects of Homelessness on Health and Quality of Life,” concluded that “there is no evidence that the population of homeless individuals in the City is increasing.”
It added that Richmond, which has the nation’s eighth-highest median income and has the second-highest population of people living in poverty, is “not a place to live.”
The report, which examined data from the American Community Survey, the U.S. Census Bureau and the U,S.
Department of Housing and Urban Development, found that Richmond had the highest rate of homelessness in the nation, which is roughly twice the national average.
In its report, the Bureau said that homeless people were more likely to be poor and less likely to have health insurance.
Richmond had about 3,400 homeless people in 2015, according to the bureau, and it’s not clear how many of them have permanent housing.
The bureau said it was not able to provide any additional data on how many people in the city were homeless because it was the result of a joint effort by the city and local police.
The report concluded that there is “no evidence” that the homeless population in Richmond has increased.
But that is not surprising, said Dan Bongino, a senior fellow at the conservative-leaning American Enterprise Institute and an expert on homelessness in America.
“It’s the perfect storm, the fact that the economy is so good, there’s no need for housing, there are so many other resources, it’s just a perfect storm,” Bonginino said.
The federal government has spent $4.5 billion in funding to address homelessness in cities across the country since 2013.
In addition to the $3.5 million that has been allocated to Richmond, the federal government is paying for housing vouchers for people living on the streets and providing grants for homeless families.
It is also giving grants to other cities that have struggled with homelessness.
The housing vouchers, which are given out at no cost to the recipient, are intended to help families find permanent housing or reduce homelessness in other ways, such as providing health care or job training, Bonginos said.
“I think there are a lot of people that are frustrated with the lack of housing,” he said.
While the federal money has been crucial to the effort, it has not yet been used in an effective way to address the problem of homelessness, said Alex Tabor, the director of the National Coalition for the Homeless in Washington.
The coalition’s national office, which includes many groups, has worked to build a statewide coalition to advocate for housing and job training for homeless people.
“That money is not going toward anything that’s going to actually address the real problem that we have right now,” Tabor said.
Many in Richmond believe the city is trying to hide its failures by using a program that gives vouchers to people living off the streets.
“There are people who live in these encampments and they’re sleeping on the street,” said Tabor.
“You don’t see that on a regular basis in Richmond.”
The city’s decision to offer housing vouchers to homeless people comes as the city has struggled to contain the spread of the coronavirus outbreak, which killed more than 2,100 people in Virginia last week.
The city has offered to pay vouchers to anyone living on its streets who needs it and has been able to keep most of the homeless people housed.
But it has yet to pay for the vouchers, and many of those who have been able are unable to afford them.
The Federal Emergency Management Agency says it is in the process of making changes to its housing vouchers program.
The agency’s Office of Inspector General is also investigating the city, including how the city managed the coronivirus outbreak.
