The construction industry in Israel’s southern Negev desert has become an ever-present source of contention.
The NegeV has long been the main destination for foreign tourists who flock to the country on their honeymoon.
But with Israeli construction companies facing an increasing number of complaints and lawsuits, the government has responded by tightening rules on the construction sector, including a law that requires construction companies to file quarterly reports on their work, as well as establishing a fund to help with the financial burdens of the industry.
“I’m still waiting for the last report from one of the companies, because they need to do more inspections,” said Moti Rashi, a local resident who regularly works in the construction industry.
“But there are hundreds of companies, and they all are getting together and they’re trying to improve their efficiency.”
Since the beginning of the year, more than 30 construction companies have filed lawsuits against the government and the local municipality for violating local laws, including the closure of the Knesset building in the southern Neah Valley and the closure for the third time in the past four years of a large highway linking the Negevi to the sea.
The Knessets building in Jerusalem, seen here in August, is the only structure that remains open to the public.
The government closed the building after it was hit by a crane, killing three people.
The municipality is now suing for compensation for the lost income from the highway closure.
Moti and other construction workers said that many of the workers are not even paid their salaries during construction season, as they are required to work 24-hour shifts for as little as 5 shekels ($1.40).
“We have been working for years and have no job, so we are working for nothing,” said the head of the construction union, Rashi.
“In the end, the companies pay us, the municipality pays us and we are left without any other income.”‘

It also said that the construction companies do not have a reliable way of calculating the value of their work.
“This is the worst economic crisis since the Second World War,” said a spokesperson for the Kitzu Hatorot, an official Israeli media outlet.
“It’s the first time in decades that we are seeing this kind of a crisis.
In the last three years, we’ve been struggling to make up for a lack, so now we’re facing the same problem, but in a different way.”
The construction industry is one of Israel’s main sources of revenue.
Construction companies make up nearly a third of Israel-based businesses in the Nehav region, and construction companies are also a major source of tax revenue for the municipality of Beit Shemesh.
According to data from the Ministry of Finance, the construction construction sector in Israel generates about one million shekeles ($6.2 million) in revenue per year, with the largest sector in Beit Shoham accounting for about 50 percent of that total.
However, construction workers in the sector say that the amount is far below the amounts they earn, as a large portion of their salaries are only used to pay rent and other costs related to building projects.
In addition to the construction budget, the Kirti Hatori union, which represents construction workers, also holds a general strike in the city of Beersheba, in the northern Neah valley.
This week, workers blocked roads in the area, forcing authorities to temporarily close the road leading to the city.
The union says that the closure is a result of a lack for funding.
In response to the closure, construction firms have taken to the streets and erected billboards throughout the Nehevron, a region in the east of the country that is mostly made up of arable land.
The billboards read “We need a better future for the Nehalem people,” and read: “We have a lot of problems with the Israeli economy.
We need a strong economy and a strong state.”
The Kirtim Hatorikot union, meanwhile, has organized a rally outside the parliament building in Beersha’i on Friday, where it called on the government to create a fund for the unemployed and unemployed workers to provide them with a better life.
“The government must pay attention to the needs of the working class,” the Kirtsikot said in a statement.
